Jamila has 25 years of international experience at the intersection of energy sector reform and international development, with expertise in energy legal and regulatory frameworks as well as cybersecurity. Her professional experience includes consulting, managing and evaluating projects across Asia, Africa, Europe and Eurasia, the Caribbean, and the United States for USAID, International Financial Corporation (IFC), and private sector.

Prior to ADB, Jamila managed USAID's largest global energy assistance contract in Washington, DC. She also led utility and regulatory partnership programs with the United States Energy Association (USEA) and the National Association of Regulatory Utility Commissioners (NARUC), advancing the integration of sustainable digitalization and cybersecurity into energy sector programs.

Jamila serves as Senior Energy Specialist – Smart Energy Systems at the Asian Development Bank. In this capacity, she provides technical and advisory support to project teams, ensuring the effective integration of digitalization, advanced clean energy technologies, and resilience measures across ADB's energy operations. She contributes to the design and delivery of knowledge solutions, including priority knowledge products, flagship event inputs, and capacity‑building activities, while fostering cross‑sectoral collaboration to advance smart clean energy development.

She also works to strengthen partnerships with technology providers, research institutions, and regional stakeholders, enhancing cooperation and knowledge exchange in support of digital innovation and cybersecurity in energy projects. In addition, she contributes to the Clean Energy Financing Partnership Facility (CEFPF) through technical review of projects and support for development finance in clean energy initiatives. Through these efforts, Jamila supports ADB's corporate priorities and helps position smart energy systems as a key driver of Asia's clean energy transition.

Jamila plays a key role in the Asia Clean Energy Forum (ACEF). She serves as Thematic Track Chair for Fostering Intelligent Energy Systems – Going Beyond Transition, where she leads discussions on digitalization, smart grids, and cybersecurity as critical enablers of clean energy transformation. In this capacity, she works closely with partners and stakeholders to strengthen collaboration, foster dialogue, and shape the strategic direction of ACEF's knowledge agenda. Beyond chairing, she contributes to program design, partner engagement, and knowledge dissemination, ensuring that ACEF continues to serve as a premier platform for advancing innovative solutions and accelerating clean energy transitions across Asia and the Pacific.
