Maria Dona D. Aliboso
Associate Project Officer, Energy Sector Office
Asian Development Bank

Before joining the Asian Development Bank (ADB), Dona built a strong professional foundation in the private sector, gaining valuable experience in commercial banking and international trade. This early career path equipped her with expertise in financial management and international business practices, skills that now inform her work in the development sector.

Dona serves as an Associate Project Officer in the Energy Sector Office, Sectors Group (SD1 ENE) of the Asian Development Bank (ADB). In this capacity, she contributes to technical, operational, and knowledge-based activities that advance the Bank's energy sector initiatives. She provides operational backstopping and technical guidance on the application of ADB's operational policies, standards, regulations, and procedures in the processing, administration, and implementation of technical assistance (TA) projects.

Her responsibilities also include supporting pilot project implementation in the energy sector, where she has been involved in initiatives that test innovative clean energy solutions. These pilot projects serve as proof-of-concept interventions, generating valuable lessons and best practices that inform the scaling up of sustainable energy solutions across ADB's developing member countries.

As the Budget Management focal point for the Energy Sector Office, Dona consolidates financial resource requirements and oversees resource allocation to facilitate efficient operations. She also plays a key role in the Clean Energy Financing Partnership Facility (CEFPF) Secretariat, which supports developing member countries in enhancing energy security and transitioning to low-carbon solutions.

In addition, Dona serves as both the Partnerships focal and the Knowledge Management focal for the Energy Sector Office. In these roles, she engages with international partner agencies, donors, and stakeholders to strengthen collaboration in the energy sector, prepares partnership documents, and coordinates joint activities that foster strategic alliances. At the same time, she supports knowledge programming initiatives by organizing capacity‑building workshops, facilitating knowledge‑sharing events, and contributing to the development of sectoral knowledge products. Through these combined efforts, she helps mobilize resources, expand partnerships, and ensure that lessons learned are disseminated widely to inform policy, guide operations, and promote innovation across ADB's energy portfolio.

Within the Asia Clean Energy Forum (ACEF) team, Dona is deeply involved in partnership engagement, high-level coordination, and overall event organization. She provides critical support in conceptualization and execution, ensuring ACEF continues to serve as a premier platform for dialogue and collaboration on clean energy in Asia and the Pacific.
