Christine Chan

Senior Advisor to the Vice President (Private Sector and Public-Private Partnerships),

Ms. Christine Chan was appointed as the Senior Advisor to the Vice President, Office of the Vice-President (Private Sector Operations and Public-Private Partnerships) in February 2021. Ms. Chan has over 20 years of global private sector finance experience including structured finance, project finance, private equity fund and direct equity investing, cross-border mergers and acquisitions, capital markets and syndications, and corporate finance. Previously, Ms. Chan led the origination, structuring and execution of sustainable infrastructure investments within ADB’s Private Sector Operations Department, Infrastructure Finance 2 Division, including ADB’s equity investment, as the first multilateral investor into Clifford Capital Holdings Pte. Ltd., cementing ADB’s strategic partnership with one of the region’s leading infrastructure financing platforms, backed by Singapore’s Temasek Holdings. Ms. Chan also led ADB’s first private sector financing for an eco-industrial park waste-to-energy project in the PRC and solar project in Mongolia. In ADB’s Guarantees and Syndications Unit, Ms. Chan mobilized commercial co-financings into ADB’ private sector infrastructure, financial sector, and agribusiness projects in Central, South, and East Asia utilizing a wide range of credit enhancement products. Ms. Chan contributed to the development of the Southeast Asian bond market through the origination, structuring, and issuance of inaugural local currency bond guarantees across ASEAN, at ADB’s trust fund, the Credit Guarantee and Investment Facility. Ms. Chan has led investment teams and transactions across multiple sectors, asset classes, and markets based out of New York, Hong Kong, and Manila, for Citigroup, JPMorgan, Cohen & Steers, AIF Capital, and Lazard. Ms. Chan is a national of the United States. She obtained a Master of Business Administration from the Wharton School, University of Pennsylvania in 2007 and Bachelor of Arts in Economics and Asian Studies from the University of California, Berkeley in 2000. She is a Chartered Financial Analyst.
