Gloria is a civil engineer, and transport planner by training. She has led projects on energy efficiency, intelligent transport systems, public transport, and low carbon emission projects. She has also coordinated and produced knowledge products on sustainable infrastructure development in East Asia. She earned her PhD from Tohoku University, Japan.
