Chang was formally endorsed as substantive Executive Director for the Pacific Power Association by unanimous vote from the PPA board in September this year. This demonstrates the respect he has earned from the 25 Pacific Island Utilities current active members of the association over his 24 years with the organisation. Chang is a tireless advocate for regionalism and capacity building for Pacific Utilities and has developed strong relationships with ADB, the World Bank and the Pacific Regional Infrastructure Facility. The PPA will become an increasingly important partner as Australia steps up its engagement in the Pacific’s energy transition.
