Jennifer Chen

Jennifer Chen leads electricity market and transmission work at WRI. Previously, she led electricity policy work at the Nicholas Institute, a think tank for environmental policy solutions at Duke University. As an attorney at the Natural Resources Defense Council, she spearheaded environmental NGO advocacy for an efficient and flexible power system. She has worked at the International Energy Agency, at FERC, and with electricity customer and renewable energy groups. Jennifer earned a J.D. from New York University School of Law and a Physics Ph.D. from the University of Chicago. She has provided expert testimony before the U.S. Congress, the U.S. Federal Energy Regulatory Commission (FERC), and State Public Utility Commissions. Jennifer serves on the Board of Directors for the Council for New Energy Economics and on the Advisory Board at the Horizon Climate Initiative. She was appointed by Secretary Granholm to the U.S. Department of Energy’s Electricity Advisory Committee.
