Kaiser Merz Marcelino

Kaiser Merz C. Marcelino is currently Lead for the Improvement of the Performance of Electric Utilities of the USAID Energy Secure Philippines (ESP) Activity. He led the implementation of various computer management system such as Geographical Information System (GIS) in South Cotobato II Electric Cooperative and Work Order and Asset Management System (WOAMS) in MORE Electric and Power Corporation. He also provided various regulatory and policy framework support to the Energy Regulatory Commission (ERC) and the Department of Energy (DOE) such as the Battery Energy Storage Systems, Advance Meter Infrastructure, Electric Vehicle and Charging Station, and Cybersecurity. Currently, he leads three projects under USAID ESP's Grants under Contract: 1) implementation of RE-powered marine transport; 2) deployment and development of an energy emergency operations center and RE-powered mobile energy systems; and, 3) development of a RE-powered women's center. He is also engaged in Smart Grid and Green Plan and the Nuclear Energy Policies of the DOE. Mr. Marcelino is a registered electrical engineer with experience in electric distribution systems planning, distribution impact studies, integration of variable renewable energy and fossil-based energy, and project development and management, among others. He also has postgraduate degrees in Electrical Engineering (Power Systems) and Business Administration.
