At the Asian Development Bank Institute (ADBI), he leads research and capacity development programs on transport , water and sanitation. He is co-chair of the special interest group on high-speed rail in the World Conference on Transport Society (WCTRS). At the University of Tokyo, he teaches and conducts research on public policies and institutional mechanisms, private finance and philanthropy in Asia.
