Pierre Horna

Dr. Pierre Horna is an Economic Affairs Officer and Manager of the Financing Energy Transition (FET) project of the UN Economic and Social Commission for Asia and the Pacific (ESCAP) based in Bangkok. Dr. Horna specializes in financing for development related issues, particularly climate transition finance, energy transition financing through sustainability linked bonds and the legal and regulatory challenges to implement transition taxonomies in emerging markets in the ESCAP region.
Dr. Horna was previously a Legal Affairs Officer at the UN Trade and Development (previously named UNCTAD) office in Geneva. Dr. Horna travelled the world for 19 years (2003-2022), assisting antitrust agencies and other government regulators in their efforts to maintain contestable markets, including within the banking and financial sectors.
Dr. Horna has a Ph.D. in International Economic Law (Graduate Institute Geneva, 2017), LLM in International Business Law (Leiden University, 2003), and a law degree (University of Lima, 2000). Author of a book "" Fighting Cross Border Cartels: The perspective of young and small competition authorities "" (Hart, March 2020). Dr. Horna was a senior associate at Pembroke College, Oxford University (2017) and adjunct professor at Taylor’s University in Malaysia (2021-2022).
