Toru Kubo

Senior Director,
ADB

Toru is the Senior Director for Climate Change, Resilience, and Environment. He joined ADB in 2004 as one of the original members of the climate and clean energy team when ACEF was launched. He established the Carbon Market Program, led ADB’s first corporate climate change action plan, and in 2011 he was seconded to the UNFCCC to help design the GCF and the Climate Technology Centre and Network. From 2014 he served in ADB’s Southeast Asia Department as country sector focal and project team leader for multiple energy programs exceeding $2 billion in financing, then as the Director for Energy overseeing sovereign operations and the bank-wide Energy Transition Mechanism team. Prior to ADB he was Asian Business Manager at Trexler Climate and Energy Services Inc., and Research Associate at ACEEE. He holds a Master’s degree in Environment and Energy Policy from the Biden School, University of Delaware, and a Bachelor’s degree in Mechanical Engineering from Waseda University.
