Bio:

Tetchi Capellan has over fifteen (15) years of management experience, serving as senior official in the Philippine Department of Agriculture as its youngest and first female Assistant Secretary from 1990 to 1992, and 1999; then as Undersecretary for the period covering 2002 to 2005. Starting 2006, she began her career in the energy sector as Chief of Party for the USAID-funded rural electrification project (AMORE) in Mindanao using solar and hydro energy systems. Under her watch, 6,000 homes and 500 communal facilities acquired access to electricity using solar lighting systems as well as run-of-river -hydropower. Her strong outreach competence enabled AMORE to gain public prominence and media recognition. Capellan assumed the leadership of the Philippine Solar Power Alliance as its President in 2011. Her pioneering work elevated PSPA as the recognized voice of the industry by government and media. She also served as the Managing Director and spokesperson of the Ethanol Producers Association of the Philippines in 2009 and was concurrently Senior Consultant to the Methane-to-Market Program of the World Bank and US Environmental Protection Agency. She remains a Trustee of the Solar Alliance and is presently the Convenor of the multi-sectoral Renewable Energy Developers Caucus. Her present work in these various organizations involves government and corporate liason, strategic planning and business development for renewable energy, and policy advocacy for net metering, and renewable portfolio standards for on-grid and off-grid regimes.
