Liutong Zhang

Mr. Zhang Liutong has 15 years' experience of providing advisory services on the power and gas market in Southeast Asia and the greater China regions. In the Philippines, he has advised international investors on economic, commercial and technical matters in the power sector in the Philippines. In Singapore, he has continuously worked with Energy Market Authority (EMA) on many important regulatory projects related to vesting contract regime, fuel mix policies, detailed design of the forward capacity market, carbon policies and market power mitigation issues, etc. In China, he has worked extensively with foreign investors on the in the opportunities and risks of investing in the Chinese renewable sector. Liutong is currently the director of WaterRock Energy Economics. He holds a Bachelor of Chemical Engineering with first class honours from the National University of Singapore (NUS). He is fluent in English and Mandarin.
