Closing Plenary Session
Regional Infrastructure Financing: Public Private Partnership and Private Sector Opportunity
Friday, 6 June 2025
2:00 p.m. – 5:30 p.m. (GMT +8)
As we conclude ACEF 2025 discussions, this plenary aims to highlight the importance of mobilizing private capital and fostering public-private partnerships (PPPs) to finance regional infrastructure projects. By leveraging the strengths of both the public and private sectors, we can drive innovation, enhance energy security, and promote sustainable development.
Financing large-scale infrastructure projects remains a significant challenge. Traditional public funding sources are often insufficient to meet the growing needs, necessitating the involvement of the private sector. PPPs have emerged as a viable solution to bridge the financing gap and accelerate the development of critical infrastructure.
PPPs offer a unique opportunity to leverage the strengths of both the public and private sectors. Governments can provide policy support, regulatory frameworks, and incentives, while private companies bring in capital, expertise, and innovation. By working together, public and private entities can develop and implement infrastructure projects that are efficient, cost-effective, and sustainable. PPPs also help distribute risks and rewards, making infrastructure investments more attractive to private investors.
The ACEF 2025 closing plenary on "Regional Infrastructure Financing: Public-Private Partnership and Private Sector Opportunity" aims to provide a comprehensive understanding of the current landscape and identify actionable strategies to enhance financing solutions for regional clean energy projects. By fostering collaboration between and funding from the public and private sectors, Asia and the Pacific can drive innovation, enhance energy security, and promote sustainable development.
In this closing plenary, presenters and speakers will highlight the critical role of PPPs and private sector opportunities in financing regional infrastructure projects. They will present their experiences and ongoing work on innovative financing mechanisms, theme bond and blended finance opportunities. They will share lessons learned from real life regional infrastructure financing actions that demonstrate the potential returns and benefits of private sector involvement. The speakers will address the challenges and opportunities in mobilizing private capital, mitigating risks, and creating enabling regulatory frameworks for successful regional clean energy infrastructure undertakings.
