Energy Efficiency Policies

There are proven successful energy efficiency policies that can be implemented today with immediate large-scale impacts at low cost. What has been the impact and achievements of minimum energy performance standards and labelling, building codes, fuel economy standards, energy management systems, energy efficiency revolving funds, public procurement, taxation and others? How are energy efficiency policies being quickly deployed in developing countries? Which countries in Asia and the Pacific have been leading on energy efficiency policies, and where did they start? How have these policies resulted in increased investment by the private sector?

This session will begin with a keynote presentation on IEA’s Energy Efficiency Policy Toolkit for doubling progress on energy efficiency by 2030. Presentations will then cover the successful growth and expansion of South Korea ESCO business, driven by pro-active government policy; the role of the Specific Energy Benchmark Regulation (SEBR) in Sri Lanka and how it has enhanced energy utilization efficiency in economic sub-sectors; ADB’s support for the design and implementation of energy efficiency policies and initiatives in Cambodia; the role of financial de-risking instruments in unlocking energy efficiency worldwide; Thailand's potential adaptation of a successful municipal greenhouse gas reduction program from Argentina; the enabling of equitable access to sustainable cooling through initiatives like India’s Cooling Action Plan; and the development of crucial regulations and guidelines to improve the implementation of demand-side management (DSM) projects in the Philippines. This informative session will provide participants with valuable insights into strategies and approaches that can accelerate and drive energy efficiency efforts across the region.
