Bio

Swithun Rumble is a Youth Project Designer at ADB's Youth for Asia, originally from Manchester in the UK. As part of the Youth for Asia team he focuses on integrating Meaningful Youth Engagement (MYE) into ADB operations, events, and knowledge generation in the Urban, Transport and Energy STGs. He engages throughout the project cycle with key stakeholders to offer advice, support, and documentation on youth involvement. Thus far at ADB he has worked to consolidate youth participation in road safety interventions and define YfA's novel approach for engaging young people in demand-side energy sector projects. Prior to ADB, Swithun studied Development Studies M.Sc. at the School of Oriental and African Studies in the University of London, and he has B.Sc. from the University of Bristol

Tadayuki Ogawa is Senior Advisor in Energy and Power sector development, working for Japan International Cooperation Agency (JICA). He is responsible for project design, implementation, and technical advisory for wide range of projects including power distribution, renewable energy integration, and others at JICA HQ. In addition, he has been working as Chief Advisor for the Technical Cooperation Project for Introduction of Hybrid Power Generation System in Pacific Island Countries (Fiji, FSM, RMI, Kiribati, and Tuvalu) since 2017.

Mr. Omote is Deputy Director-General for Industrial Science, Technology and Environmental Policy at the Ministry of Economy, Trade and Industry (METI) of the Government of Japan. Mr. Omote has previously held several energy and environment-related positions, including Executive Director, New Energy and Industrial Technology Development Organization (NEDO) in 2017-2019, and Director for International Cooperation Office, Energy Conservation and Renewable Energy Department, Agency for Natural Resources and Energy in 2007-2008. Mr. Omote also had diplomatic experience as Minister at the Mission of Japan to the European Union in Brussels, Belgium in 2015-2017. Mr. Omote is a graduate of Faculty of Law at University of Tokyo. He studied industrial management at Carnegie Mellon University, Pittsburgh, Pennsylvania, U.S.A.

Dr Tamaryn Napp is an Senior Policy Advisor in the UK Government Department for Business, Energy and Industrial Strategy (BEIS) working on international clean growth and sharing UK expertise to support other countries in raising and delivering their climate ambition. She joined BEIS, in May 2019 after 9 years working in the field of climate change mitigation as an academic at the Grantham Institute, Imperial College London. She is an expert in Energy Systems Modelling and her research focussed on the technologies, costs and policies for mitigating climate change. Tamaryn holds a PhD in Chemical Engineering from the University of Cambridge.

Tatsuto Yukihara（Jinjun Xue）is professor at Economic Research Center of Nagoya University, Japan, guest professor at Future Energy Center of Mälardalen University, Sweden, and co-director of Institute of Global Low-Carbon Economy.

He is also a visiting researcher at Institute of Energy, Environment and Economy of Tsinghua University, Institute of Science and Technology Strategy Studies of the Chinese Academy of Sciences, Chief Scientist of Hubei Collaborative Innovation Center for Carbon Emission Trading System, etc.

His major research subjects are energy economics, climate change and low-carbon economy. He served as advisor to the governments and consultant to the World Bank Program and involved in some policy designs in China. He published many papers in journals of Science, Nature Communications, Nature Food, Nature Communications, Applied Energy, Energy Economics etc. Currently he serves as a guest editor of Applied Energy and The Singapore Economic Review, and editorial board member of some academic journals.

Tetsushi Sonobe is the Dean and CEO of the Asian Development Bank Institute (ADBI), the Tokyo-based think tank of the Asian Development Bank that promotes the realization of a prosperous, inclusive, resilient, and sustainable Asia and the Pacific through policy research and capacity building. Born in 1960 in Tokyo, Dean Sonobe obtained his PhD in economics from Yale University and BA in economics from the University of Tokyo. His research interests are centered on the empirics of economic development, particularly the roles of industrial clusters, human capital, social capital, management practices, and market competition in industrial development in developing Asia and other regions. Before joining ADBI in April 2020, Dean Sonobe served for six years as a vice president of the National Graduate Institute for Policy Studies (GRIPS) in Tokyo and taught economics for thirty years at Tokyo Metropolitan University and GRIPS. Dean Sonobe is a recipient of the Nikkei Book Publication Prize and the Masayoshi Ohira Memorial Prize, and a founding board member of the Japanese Association for Development Economics.

Mr. Tetsuya NOMOTO is Senior Researcher, Climate Change Solutions Group, Sustainability Division, Mitsubishi Research Institute, Inc. Tetsuya has been experienced in research on policy trends and market environment for energy transition, low-carbon and decarbonization in Asian countries. He is currently in charge of supporting business development in the field of decarbonized energy systems, energy efficiency & conservation, and CCUS (Carbon dioxide Capture, Utilization and Storage). Tetsuya aim to support the business development of private companies and contribute to decarbonization through research on legal and policy trends to understand the local market environment, research and analysis based on real voices from local key stakeholders and potential partners, and support for building relationships. He acquired Master of Environmental Sciences, Graduate School of Frontier Sciences, the University of Tokyo.

Teymoor Nabili is the founder and CEO of Tech For Impact, a knowledge-sharing, events and engagement platform designed to promote and scale sustainable technologies in the developing countries of Asia Pacific. Before embarking on the entrepreneurial path, Teymoor spent 25 years as a news anchor, correspondent and producer for some of the world's foremost broadcast news operations, such as Al Jazeera, the BBC, CNBC and CNN.

Dr Tony Zhang is the Senior Client Engagement Lead with the Global CCS Institute, based in Melbourne, Australia.

Tony has more than 12 years experiences in CCS. Tony leads client engagement activities in Oceania, Southeast Asia’, and South Asia. He manages operational and strategic relationships with members, clients and partners. His expertise includes strategic partnerships, climate change policy, technology transfer, project finance, CCUS technology, and commercialization. He has advised governments, development banks, and investment banks on CCS policies, projects, and finance. He has worked on various carbon capture and gas separations projects with oil/gas, iron/steel, mining, and power companies. He founded an industry-funded start-up company which had successfully developed and demonstrated a novel emission reduction technology. He has several patents and has published academic papers.

Tony has a PhD in Engineering Science and a master’s degree in law (LLM).

Bio

Toru Ito is senior energy specialist of ADB energy sector group in Sustainable Development and Climate Change department. He belongs to expert pool and his specialty is gas energy technology. He is working for knowledge sharing on hydrogen energy as well as technical support for natural gas project. Before joining ADB, he had worked for Hitachi, ltd in Japan as engineering department manager in thermal power division. He has good experience on engineering of thermal power plant, especially gas turbine for around 20 years.

Toru Kobayakawa is the Deputy Director General of Infrastructure Management Department, leading Energy and Mining Group. He is responsible for the formulation and implementation of JICA’s operational strategy in the energy and mining sectors. He also manages bilateral cooperation projects in the sectors across the world, including master planning, technical assistance, and grant-aid project design. Prior to his current assignment, Toru was a country director for Sri Lanka and the Maldives, taking responsibility for the entire portfolio of JICA operations for the countries. He also worked in JICA overseas offices in India and Sri Lanka, where he led the operational section. Toru holds a bachelor’s degree in aeronautics from the University of Tokyo and a Ph.D. in energy studies from the Indian Institute of Technology Delhi.

Mr. Toshiaki Nagata is Director of Global Environment Partnership Office at METI, Japan. Having taken up the post on July 1 2019, he’s been leading a variety of work relating to international cooperation to address climate change, including, but not limited to, climate negotiations under the UN and bilateral cooperation to promote low-carbon innovations and policy designing. He started his engagement in the climate change field at environment divisions in METI in 2001. Since then, his work has constantly focused on promoting international efforts to address climate change, including through the use of carbon markets and cleaner energy. His career history also includes work at two renowned international organizations relating to climate and energy: the Climate Change Secretariat in Bonn, Germany (2003-2007) and International Renewable Energy Agency (IRENA) in Abu Dhabi, United Arab Emirates (2017-2019).
