Bio

Paul has more than 32 years of professional experiences and has been involved in various sectors, such as transportation and energy-related air pollution, municipality solid waste, renewable energy and climate change. He has been involved in policy development, advocacy, advisory, and investment on carbon pricing and carbon market, renewable energy and energy efficiency, industrial decarbonization. He has provided inputs to government institutions (among others Ministry of Energy and Mineral Resources, Ministry of Finance, Ministry of Environment and Forestry, Bappenas, etc), MDBs and international organizations (ADB, World Bank, UNDP, etc), and private sector. Currently he has been assigned as interim Head of Secretariat of JETP Indonesia. His key expertise is centred around climate change, carbon market and carbon pricing, renewable energy and low carbon investment/financing

Paula is a senior associate in the Global South Program, and serves as the Philippine country representative. She led the USTDA Offshore Wind Market Development Research in the Philippines, among others.

Dr. Paula Vivili is the Deputy Director-General Science and Capability at the Pacific Community (SPC) – an inter-government organisation with 27 members: 22 Pacific Island Countries and Territories and five metropolitan members – Australia, France, New Zealand, UK, and USA. He oversees SPC’s technical programmes including its Geoscience, Energy and Maritime Division. Prior to becoming DDG, he was the Director of SPC’s Public Health Division for six years. Dr. Vivili has an intimate knowledge of SPC, its people, and partners. He is from Tonga where he worked for 15 years before joining SPC.

Peerapat is a Principal Consultant at DNV – Energy Systems APAC region, where he leads technical and business advisory projects on electricity markets and energy transition in Asia-Pacific. His experience covers technical, economic, policy and regulatory disciplines with projects in many regions including Australia, China, India, Thailand, Indonesia and ASEAN. Prior to joining DNV, he was a Lead Analyst at the IEA where he led the work on RE integration and electricity security in many regions. He has actively engaged with policy makers and key stakeholders to support clean energy transitions. His previous roles include a researcher and a private consultant with projects to support the integration of renewables in the Australian National Electricity Market. He also worked for Electricity Generating Authority of Thailand (EGAT) in power system operation and planning, PPA and cross-border power trade. Peerapat holds a Ph.D. in Electrical Engineering from the University of New South Wales, Australia.

Peerapat Vithayasrichareon leads the IEA analysis on the challenges and best practices in integrating renewable energy into the power system, covering technical, economic and institutional aspects. He has led grid integration analysis in many regions including China, Indonesia, Thailand and ASEAN. Prior to the IEA, Peerapat was a Senior Consultant at Intelligent Energy Systems in Australia, where he took on advisory projects related to power sector planning and renewable integration in ASEAN. His previous role was a Research Fellow at the Centre for Energy and Environmental Markets at UNSW Sydney, leading a project which examined the impact of high renewables in the Australian electricity sector. He also worked for Electricity Generating Authority of Thailand (EGAT) in power system operation and planning. Peerapat holds a Ph.D. in Electrical Engineering from the University of New South Wales, Australia.

PeiSong brings over fourteen years of extensive experience in the Energy and Chemical sectors within Europe and Asia Pacific. His expertise lies in optimizing energy usage within utility systems and integrating heat within intricate refinery and chemical environments. With a track record of conducting energy efficiency workshops for Refinery and Chemical plants across Europe and Asia Pacific, PeiSong has demonstrated impactful leadership as an Energy Manager. Notably, he spearheaded the successful implementation of an in-house Energy Management System, resulting in a remarkable efficiency improvement of over 10% within a span of 3 years. Currently serving as the Business Development Manager at Schneider Electric, he holds responsibility for the Chemical segment.

Bio

Pek Hoong Chong earned his Bachelor’s degree in Mechanical Engineering from the National University of Singapore. He continued his education at the same university, earning both a Master of Engineering and a Master of Business Administration. He is an active member of the Environment and Safety Committee at the South East Asia Iron and Steel Institute. Previously, he served as a Board Member for the Thailand Prestressed Wire Industry Association and the Waste Management and Recycling Association of Singapore. Additionally, he held a position as a former Concrete and Structural Committee Member at the Singapore Green Building Council. With over two decades of valuable experience in the steel manufacturing industry, he embarked on his career journey at NatSteel Holdings Pte. Ltd. There, he navigated through various roles, culminating in his appointment as the Senior Vice President and Head of the Metallics Conversion Division. He then became a Managing Director at TSN Wires Co., Ltd. (Thailand) and later, Managing Director at The Siam Industrial Wire Co., Ltd. (Thailand). From 2019 to the present, he has held the position of Chief Technical Officer at SteelAsia Manufacturing Corporation.

Per Christer is currently science and technology counsellor at the Norwegian Embassy in Singapore. In this role he supports Norwegian companies, universities and research institutes for growing cooperation and market opportunities in Singapore and Southeast Asia. Per Christer has held similar roles at Norwegian embassy in Tokyo and Dubai since 2006.

With an PhD in chemical engineering from the Norwegian University of Science and Technology, Per Christer engagement in the energy and process industries spans over 30 years, including research institute (Institute of Energy Technology in Norway); software company (director for OMX/HandelScandinavia - now Nasdaq OMZ) in Canada; energy market consultancy (Nordpool Consulting) (advisory on global energy markets) and a Japanese nuclear power company (Power Reactor and Nuclear Fuel Development Corporation).

Joined the Office of the Regulator Samoa since 2014. Became Assistant CEO, Electricity Sector Supervisory Office in 2016 until now. Selected the Vice Chair of the Office of the Pacific Energy Regulators Alliance Vice Chair at its 1st Annual General Meeting in 2022.

Peter Baum is a Senior Energy Specialist based in ADB’s resident mission in Port Moresby (Papua New Guinea). He oversees ADB’s activities in the energy sector in Papua New Guinea. Prior to this Peter worked at Aurora Energy Research forecasting power markets and systems and advising investors, financiers, and policy makers. Peter also spent four years at the European Bank for Reconstruction and Development, working on energy and infrastructure projects in Central Asia as well as North Africa and the Middle East. Peter undertook his undergraduate studies at ETH Zurich (Switzerland) and earned a double master’s in Energy Policy and International Economics at Yale University (USA).

Peter is based in Bangkok and has more than 30 years’ experience developing sustainable energy and climate programs in the U.S. and Asia. He has carried out assignments related to the design, implementation, and evaluation of clean energy policy and plans, energy and climate finance, and climate change programs. He contributes to the clean energy ecosystem in the region through a variety of assignments, including as Southeast Asia Regional Coordinator of the Private Financing Advisory Network (PFAN); his founding and continuing role helping to leading the Asia Clean Energy Forum; and through a variety of strategic advisory and capacity-building assignments for public- and private-sector clients. Peter has worked in a variety of roles consulting and managing for non-profit and private consultancies and development agencies, with a focus on energy efficiency, renewable energy, finance and market incentives, and climate change. He manages an Asia-based international consultancy, Asia Clean Energy Partners, which provides services and solutions for clients in the development and business sectors. In his leadership role with PFAN, he works with Country Coordinators across 8 countries in Southeast Asia to support development of a pipeline of quality, bankable clean energy projects through effective mentoring and networking, while also building strong linkages with debt and equity investors seeking opportunities across the region. Peter has a masters degree in Public Health from the University of California, Berkeley, and a Ph.D. in Energy and Environmental Policy from the University of Delaware.
