Adoracion Navarro

Dr. Adoracion M. Navarro is currently a Senior Fellow at the Philippine Institute for Development Studies (PIDS), the Philippines' premier public policy think tank. She holds a Ph.D. in Economics from the University of the Philippines, an MA-Economics from the same university, and an MPA-Economic Policy Management from Columbia University in New York. As an academic scholar, she has conducted numerous policy research and written various studies on the energy sector, such as mapping of energy sector issues, analysis of energy security challenges, assessment of the implications of developing a Philippine nuclear energy program, evaluation of the options for the corporate life of the Power Sector Asset and Liabilities Management Corporation, examination of the post-restructuring impacts of electric power industry competition policies, and recommendations to address the Mindanao 2011-2012 power crisis. She is also often invited as a resource person in legislative discussions related to energy policies. Her other policy research interests are infrastructure, public-private partnerships, and regional or subnational development. She also served as Undersecretary for Regional Development in 2019-2020 at the former National Economic and Development Authority (NEDA), now Department of Economic Planning and Development. While at NEDA, she also functioned as the Philippines’ Country Director at the Asian Productivity Organization, an inter-governmental body promoting productivity growth in Asia, and served as chairperson of various inter-agency bodies within the Philippine government.
