Anna Lobanova

Anna Lobanova is a senior associate for RAP’s Global Expertise Center. Her work focuses on advancing regulatory frameworks and institutional capacity to support the energy transition, with particular expertise in power system development, cross-border electricity connectivity, and renewable energy integration.
Prior to joining RAP, Anna worked in the Energy Division of the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP). In this role, she worked on energy efficiency issues and cross-border power system connectivity across Asia-Pacific, with a particular focus on Central Asia and Pacific island countries. She contributed to the development of policy frameworks, technical studies and regional initiatives aimed at strengthening electricity systems. Earlier in her career, Anna worked with the United Nations Development Programme (UNDP) in Fiji, where she supported projects on resilient energy solutions, distributed energy resources development and disaster risk reduction for in the Pacific. She also served in the Ministry of Energy of the Russian Federation, contributing to the implementation of energy efficiency and renewable energy initiatives.
Anna holds both a master’s and a bachelor’s degrees in economics from the Higher School of Economics in Moscow.
She speaks English and Russian, as well as conversational Portuguese.
