Atty. Jose M. Layug, Jr., also known as “Jay,” is a seasoned energy law expert and policy advocate with a distinguished career in both public and private sectors. He is currently a Senior Partner at Divina Law Offices and serves as President of the Developers of Renewable Energy for AdvanceMent, Inc. (DREAM), the umbrella organization of renewable energy associations in the Philippines. He is also a director at the Philippine Energy Research & Policy Institute (PERPI) and Co-Chair of the Renewable Energy and Energy Efficiency Committee at the European Chamber of Commerce in the Philippines. Jay previously served as Undersecretary of the Department of Energy (2010–2012) and Chairman of the National Renewable Energy Board (2016–2018), where he led major initiatives such as the National Renewable Energy Program and the Philippine Energy Contracting Rounds. His legal career includes senior roles at Chevron, the Asian Development Bank, and SyCip Salazar, and teaching at the University of the Philippines College of Law. A cum laude graduate in Business Economics and a law graduate from UP, he earned his Master of Laws from Cornell Law School and is licensed to practice in both the Philippines and New York.
