Farhad Mammadov

Farhad Mammadov is a seasoned expert in maritime law, public administration and energy sector with over two decades of experience in both national and international institutions.He began his higher education at Baku State University in 1997 and graduated with distinction in 2001 with a degree in Law. He continued his studies at the same university in the Public Law master’s program, which he completed with honors in 2003. In 2008, he enrolled at the International Maritime Law Institute (IMLI) of the International Maritime Organization (IMO) in Malta, graduating in 2009 with a master's degree in Maritime Law.From 2003 to 2020, he worked at the State Maritime Administration of the Republic of Azerbaijan, where he held progressively senior positions. By the end of 2021, he had risen to the position of the Deputy Director of the State Maritime Agency.Following his public service, he served for several years as Deputy Director of the Russia Branch of SOCAR (State Oil Company of Azerbaijan Republic). Subsequently, he held the role of Advisor to the Minister of Energy until February 2025.As of February 2025, he is serving as the General Manager of the Green Energy Corridor Power Company, with the headquarter in Bucharest, Romania contributing to major regional energy initiatives and cross-border infrastructure development.He holds the civil service rank of Chief Adviser and has represented Azerbaijan on numerous international platforms. In 2017, he was appointed IMO Maritime Ambassador and designated as an auditor under the IMO Member State Audit Scheme (IMSAS).
