Atty. Jose M. “Jay” Layug, Jr. is a seasoned energy law expert and currently a Senior Partner at Divina Law Offices. He serves as President of the Developers of Renewable Energy for AdvanceMent, Inc. (DREAM), the umbrella organization of renewable energy associations in the Philippines, and is a director of the Philippine Energy Research & Policy Institute (PERPI). Jay co-chairs the Renewable Energy and Energy Efficiency Committee of the European Chamber of Commerce in the Philippines and previously chaired the National Renewable Energy Board (2016–2018). As Undersecretary of the Department of Energy (2010–2012), he led key energy bureaus and was instrumental in launching the National Renewable Energy Program and various energy contracting rounds. He has held legal leadership roles at Chevron, including as Malampaya Legal Manager, earning the William T. Coleman Award in 2008. Jay’s earlier legal career includes consultancy for ADB, corporate law practice at SyCipLaw, and international experience at Sullivan & Cromwell in New York. He is also an academic, having served as Dean of the University of Makati School of Law and a long-time law professor at the University of the Philippines. Jay holds a Master of Laws from Cornell Law School and is licensed to practice law in both the Philippines and New York.
