Joyce Eleanor Tolentino

Joyce Eleanor Tolentino is a Financing Partnerships Specialist in the Partner Funds Division of the Asian Development Bank (ADB). She is involved in cofinancing, trust fund management, and resource mobilization, where she has worked with bilateral and multilateral development partners and non-traditional donors such as philanthropies. She has played key roles in setting up complex financing facilities to enable strategic initiatives of ADB. Joyce was co-team leader for the establishment of the Energy Transition Mechanism Partnership Trust Fund and is part of the fund management team. She was a core team member for the establishment of the Innovative Finance Facility for Climate in Asia and the Pacific (IF-CAP), a financing partnership facility with a novel guarantee mechanism to enhance ADB’s lending headroom for more climate investments, and now administers the IF-CAP Secretariat. Prior to joining ADB, Joyce worked with the Philippines’ Energy Regulatory Commission and the Energy and Clean Air Project under USAID, and had an extensive career in trade promotion, business development, and partnership initiatives with the UK Trade and Investment and the British Embassy Manila.
