H.E. Chhe Lidin

H.E. Chhe Lidin currently serves as Under Secretary of State at the Ministry of Mines and Energy of Cambodia. In this role, he is assisting minister to oversee the Department of Energy Business Policy and Cooperation and the Department of Nuclear Science and Technology.From 2019 to 2024, he served as Director General of the General Department of General Affairs at the Ministry. Prior to that, he held several key roles within the government, contributing significantly to Cambodia’s energy, petroleum, and mineral resource development.He began his civil service career in late 2010 at the former Cambodian National Petroleum Authority (CNPA), where he served as an assistant to a Deputy Director General responsible for Downstream regulation and international cooperation. Following the integration of CNPA into the newly established Ministry of Mines and Energy in early 2014, he was promoted to head the Department of Cooperation and ASEAN Affairs.From 2017 to 2018, he advanced to the role of Deputy Director General of the General Department of Mineral Resources. In this capacity, he oversaw critical functions including mining production data management; royalty collection and revenue management; policy development, and international cooperation.In recognition of his contributions and leadership, he was appointed Director General of the General Department of General Affairs in 2019, a role he fulfilled until his current appointment in 2024.H.E. Chhe Lidin holds a Master of Business Administration (MBA) and a bachelor’s degree in Chemical Engineering and Chemistry, with a minor in Economic Development, from the University of Minnesota, USA.
