Mohamed Badissy

Energy for Growth Hub

Mohamed Rali Badissy is a renowned legal scholar, advisor, and advocate for international development in energy, natural resources, and climate finance. As Co-Director of the Energy for Growth Hub’s PPA Transparency initiative, Affiliate Professor at Penn State Dickinson Law, and Legal Advisor to the U.S. and other governments, he is known for shaping legal and financial frameworks that promote sustainable energy infrastructure in emerging markets. With over 20 years of experience advising 47+ governments across Africa, Latin America, Eastern Europe, and South Asia, he has played a key role in advancing power sector reforms, renewable energy auctions, and public-private partnerships. Formerly a Senior Attorney at the U.S. Department of Commerce’s CLDP, he led initiatives like Power Africa and the Energy Governance and Capacity Initiative. He is also principal editor of the influential Understanding series of energy guidebooks used globally. Badissy holds a J.D. from the University of Washington and a B.A. from Occidental College.
