Stephen Tan

Regional Coordination - Financing the Energy Transition Workstream ,
United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP)

Stephen Tan has been working in Development Finance for the last 10 years, with expertise in sustainable development and climate finance. He currently serves as Regional Coordinator at the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), where he played a role in establishing the Financing Energy Transition (FET) workstream to support member States in accelerating their energy transitions. This work has since expanded to include activities in Indonesia, the Philippines, and Viet Nam, where he has contributed to the design and implementation of FET dialogues, analytical reports, and technical consultations with ministries and financial institutions. ESCAP’s engagement continues to grow through tailored advisory services and capacity-building support, particularly in mobilizing private finance and enhancing regulatory readiness for energy transition.Before joining the UN, Stephen worked with the Government of the Philippines, where he led the drafting of the country’s 2022 Voluntary National Review (VNR) on the SDGs. He has authored a range of publications on development effectiveness and ODA reforms, including evaluation reports for CARE and global policy studies with the CSO Partnership for Development Effectiveness. His work bridges public and private finance, climate policy, and inclusive development.
