Vladislav Zavadskiy

Senior energy expert,
CAREC Institute

Dr. Vladislav Zavadskiy is a Senior Energy Expert at the CAREC Institute in Urumqi, China, with over 17 years of experience in research, academia, and project management across a broad range of fields including energy systems, renewable energy, water utilization technologies, hydrogen and future fuels, electricity markets, and infrastructure development. His expertise spans electricity tariff policy, grid integration, asset analysis of energy producers, and mining geochemistry. He has served as an expert for the Ministry of Energy of Kazakhstan and contributed to consulting and analytical projects on green energy and infrastructure. Dr. Zavadskiy has led EU-funded educational and research initiatives, inter-university cooperation projects, and served as deputy editor-in-chief of Vestnik AUPET. He has authored numerous peer-reviewed publications, edited analytical reports for the UN’s REN21 division, and played active roles in organizing international conferences and forums. At the CAREC Institute, he leads energy-related projects, coordinates joint research with the Asian Development Bank, and supports the Visiting Fellows Program, research conferences, and capacity-building events. In July 2024, he was appointed Secretary of the CAREC Institute Publishing Board.
