Ilka Lewington

Dr. Ilka Lewington has more 30 years’ commercial, academic and consultancy experience in energy economics and regulation, specialising in energy sector reform in economies in transition. Based on working experience in the electricity industry in Germany and the UK during times of transition and market liberalisation, as well as substantial academic and consultancy work, she has a profound understanding of the full range of issues facing the energy sector entities, governments and regulators during energy sector reforms. Countries of work include Kazakhstan, Ukraine, Belarus, Tajikistan, Azerbaijan, Georgia, Serbia, Romania and China. For the past 15 years Dr. Lewington has helped to design legislation and implement regulations related to renewable energy sources in both the electricity and heating sector. Teams under her leadership have developed the Renewable Energy Law in Azerbaijan and the Law on Heating in Kazakhstan enacted 2021 and 2024 respectively. She is actively utilising experience from Germany, Dornier's headquarter location, to shape the Just Transition process from coal to sustainable energy and for comprehensive local heat planning. She holds a Master Degree in Finance from Moscow Finance Institute, a PhD in Economics from the University of Sussex, and a Master of Chinese Studies from the Univeristy of Edinburgh.
