Grayson Heffner is an authority on the design, management, and evaluation of clean energy policies and programs. He has 40 years of power sector consulting experience with Pacific Gas & Electric Company, the Electric Power Research Institute, the World Bank, the International Energy Agency, and Deloitte Consulting. Dr. Heffner was the lead energy efficiency analyst for the International Energy Agency, the world’s premier energy policy actor. As a World Bank Consultant he managed off-grid rural electrification programs in Lao PDR and developed policies to phase-out inefficient thermal power stations in China. As Asia Business Manager for EPRI International, he advised SE Asian utilities on competitive market design and utility-delivered clean energy programs.Dr. Heffner most recent assignment was as Director of Utility Modernization and Power Trade for the USAID SE Asia Smart Power Program, responsible for supporting ASEAN utilities to expand power trade and improve operational performance. He is currently an independent consultant based in Bangkok.Dr. Heffner holds a B.S. in Electrical Engineering and a M.S. in Mechanical Engineering from the University of California, Berkeley and a Doctor of Public Administration from The George Washington University
