Rebecca Ellis

Rebecca joined IHA in June 2021. She is Deputy Head of Policy and leads the Research and Policy Team’s work on pumped storage, especially regarding markets and finance policy. Rebecca developed the IHA’s pumped storage working group, which led to the Enabling Investors to De-risk Pumped Storage Guidance Note. She provides Secretariat support for the Global Alliance for Pumped Storage (GAPS) which was founded at COP29 and now has over 60 governments and organisations participating. She follows hydropower development in Central and Southern Asia and supported the Policy and Markets work packages for the International Forum on Pumped Storage Hydropower in 2021.
Prior to joining IHA, Rebecca worked with international stakeholders for creating and implementing policies for decarbonising heavy industry at the Climate Group, as well as working in business development and policy in decentralised energy, specifically demand side response, combined heat and power, energy efficiency and heat networks.
Rebecca holds an MSc in Global Governance and Ethics from University College London (UCL) and a First-Class Honours Degree from Royal Holloway University of London in Politics and International Relations. She also holds qualifications in the Hydropower Sustainability Standard, green bonds, energy storage, solar photovoltaics, renewable energy project finance, and project management.
