Minyoung Seo

Dr. Minyoung Seo is a Research Fellow at the Center for International Energy Cooperation of the Korea Energy Economics Institute (KEEI). She specializes in international energy cooperation, energy security, clean energy transitions, and energy-related Official Development Assistance (ODA). Her research focuses on developing strategic approaches to Korea’s energy cooperation policies, enhancing the effectiveness of energy ODA, and designing policy advisory frameworks that support partner countries in advancing sustainable and resilient energy systems. Dr. Seo has particular expertise in linking energy policy, development cooperation, and institutional capacity building. Her work covers a wide range of energy-sector issues, including clean energy transition strategies, energy access, power-sector modernization, public-private partnership models, climate and development finance, and the role of Korea’s policy experience in supporting energy transition pathways in developing countries. Prior to joining KEEI, Dr. Seo accumulated extensive experience in managing international development cooperation projects at the KDI(Korea Development Institute) School of Public Policy and Management. Building on this background, she currently conducts policy research and global knowledge-sharing initiatives that connect Korea’s development experience with emerging energy challenges, including energy security, decarbonization, and the design of effective energy ODA programs. Dr. Seo has authored numerous policy reports and advisory papers aimed at strengthening Korea’s international energy cooperation, energy ODA strategies, and development partnerships in the energy sector. She earned her Ph.D. in Development Policy from the KDI School of Public Policy and Management.
