Satoru Yasuraoka

Satoru Yasuraoka is a Japanese government official responsible for international nuclear energy cooperation at the Ministry of Economy, Trade and Industry (METI), where he has served as Director for International Affairs in the Nuclear Energy Policy Division since 2022.
His portfolio includes Japan’s nuclear energy engagement with more than 40 countries, including Viet Nam, Indonesia, Malaysia, and the Philippines. He has contributed to key international initiatives, including the G7 “Sapporo Five Statement” on nuclear fuel supply chains and the “Nuclear Energy Tripling Declaration” launched at COP28.
At METI, he has worked to redesign Japan’s nuclear capacity-building program for newcomer countries in Asia, aligning it with the IAEA’s 19 infrastructure issues and integrating lessons from Japan’s post-Fukushima experience in safety upgrades, plant operations, and stakeholder engagement.
From 2017 to 2020, he worked in the Nuclear Infrastructure Development Section of the IAEA’s Department of Nuclear Energy in Vienna, supporting newcomer countries in developing nuclear power programs. He was responsible for activities related to industrial involvement and local content development for new nuclear power projects, and designed and implemented country-specific support programs for countries including Indonesia and Sri Lanka.
He holds a Master of Public Policy from the University of California, Berkeley, and a Bachelor’s degree in Physics from Tokyo University of Science.
