Yoonee Jeong

Yoonee Jeong is a Principal Digital Transformation Specialist in the Digital Sector Office of the Asian Development Bank (ADB), where she leads digital and data infrastructure initiatives across Asia and the Pacific. She supports sovereign and nonsovereign investments, technical assistance, and policy reforms that strengthen the foundations of AI-ready and data-driven economies. Her expertise spans subsea cables, broadband networks, data centers, cloud ecosystems, digital government, and data governance, with a focus on expanding connectivity, strengthening resilience, and accelerating digital transformation and sustainable economic development. Prior to joining ADB, Yoonee served as Director of Public and Regulatory Affairs at Telenor Group, leading policy engagement and government relations across multiple markets. She has also advised governments as a senior consultant to the World Bank and UN-ESCAP on digital infrastructure and capacity building. She previously led research and policy advisory work for global tech companies and international development partners as Director of Research and Consulting at TRPC, a regional consultancy now part of Access Partnership. She began her career at EMC, a global data storage company now part of Dell Technologies, and Sykes, a global business process outsourcing company. Yoonee holds a bachelor's degree from Ateneo de Manila University in the Philippines and a master's degree in International Development Policy and Development Economics from Duke University as a FLAS Fellow.
