Bio

Tatsuto Yukihara（Jinjun Xue）is professor at Economic Research Center of Nagoya University, Japan, guest professor at Future Energy Center of Mälardalen University, Sweden, and co-director of Institute of Global Low-Carbon Economy.

He is also a visiting researcher at Institute of Energy, Environment and Economy of Tsinghua University, Institute of Science and Technology Strategy Studies of the Chinese Academy of Sciences, Chief Scientist of Hubei Collaborative Innovation Center for Carbon Emission Trading System, etc.

His major research subjects are energy economics, climate change and low-carbon economy. He served as advisor to the governments and consultant to the World Bank Program and involved in some policy designs in China. He published many papers in journals of Science, Nature Communications, Nature Food, Nature Communications, Applied Energy, Energy Economics etc. Currently he serves as a guest editor of Applied Energy and The Singapore Economic Review, and editorial board member of some academic journals.

Mr. Monroy assumed the role of Country Representative for UNIDO in the Philippines in August of 2021. His work centers on promoting the organization’s mandate to advance sustainable industrial and economic development in the country in ways that reduce inequalities and cause no further harm to people and environment. In developing and managing the UNIDO portfolio, his engagements with government, private-sector players, stakeholders, and development partners ensure that projects implemented under the UNIDO Philippine Country Programming Framework, 2018 - 2023 is aligned with the country’s development goals identified in the Philippine Development Plan and the 2030 Agenda for Sustainable Development. Mr. Monroy’s engagement with the UNIDO Country Office dates back to 2011 where he served as National Consultant for Development Programming, and later in 2013, re-joined UNIDO as National Program Officer and National Expert for the United Nations Development Assistance Framework (UNDAF). He performed the duties of a senior officer in charge of program; technical cooperation; project development; resource mobilization; and strategic communication at the country level. In recent years, his work in the United Nations has focused on SME development; facilitating the strengthening of quality infrastructure for market access and participation in global value chains; fostering the adoption of Industry 4.0 technologies; promoting circularity, resource efficiency, cleaner production, and bankable business models; management of chemicals and wastes; climate action; and building partnerships with the private sector within the ISID framework. Mr. Monroy has a Master’s Degree in Chemical Engineering from the Dela Salle University, Manila, where he also served as Assistant Professor and Researcher for more than 5 years. Prior to that, he worked in a multi-national consumer goods manufacturing company in the Research and Development Division in charge of process development.

Mr. Monroy is an experienced officer of the United Nations with a demonstrated history of working in the international and domestic development arena, particularly on inclusive and sustainable industrial development where the potential of industries is harnessed in ways that will (1) create quality jobs & generate fair income; (2) reduce inequalities; (3) build resilience & adaptive capacities; and (4) cause no further harm to people and the environment. As the UNIDO Country Representative in the Philippines, his main responsibility is to lead the Country Office in the implementation of the Country Programme. He is responsible for representing UNIDO, promoting the Organization as an effective partner for development, and maintaining close contacts with local stakeholders including government institutions and international entities. In coordination with technical teams at UNIDO Headquarters, he is involved in project development, project management, coordination, and strategic communications. He is a licensed professional with a Masters’ degree in chemical engineering. He has strong thematic thrusts in the areas of Industry 4.0; green economy; energy and climate action; value chain upgrading and access to markets; SME development; and private sector partnerships.

Takahashi is the Senior Vice President of Mitsubishi Heavy Industries Asia Pacific (MHI-AP), where he oversees the company’s business development activities in Asia Pacific. Based in Singapore, Takahashi oversees MHI-AP’s project development with focus on energy transition using hydrogen, ammonia, CCS, etc. He has over 15 years of experience in commercial management for thermal and geothermal power projects. Takahashi joined MHI in 2001, where he started in the accounting and corporate finance department. After four years at these departments, he moved on to oversee thermal and geothermal power projects all over the world, with a focus on projects in Mexico and Kenya. Leveraging his expertise in thermal and geothermal power projects, Takahashi currently oversees the development of energy projects in Asia Pacific to drive the energy transition in the region.

Mr. Terje Aasland was appointed Minister of Petroleum and Energy for the Labour Party in Prime Minister Jonas Gahr Støre’s government on 7th March 2022. He has been elected to the Parliament for the Labour Party from Telemark county since 2005 where he has been member and leader of the parliament's Standing Committee on Energy and the Environment and the parliament’s Standing Committee on Business and Industry. He is a certified powerline worker (1986) and worked in several power companies in the Telemark region before being elected to the Norwegian parliament in 2005. His political background includes positions as a city council member in Skien for the Labour Party, leader of the Labour Party in Telemark and central board member of the Labour Party since 2011.

Terje Pilskog was named CEO of Scatec in 2022, after serving as EVP Project Development since 2013. He was previously SVP of REC Systems and Business Development in Germany. Prior to REC, he was Associated Partner at the management consulting company McKinsey & Co. Pilskog holds a Master of Science in Business Administration from BI Norwegian Business School.

Tetsushi Sonobe is the Dean and CEO of the Asian Development Bank Institute (ADBI), the Tokyo-based think tank of the Asian Development Bank that promotes the realization of a prosperous, inclusive, resilient, and sustainable Asia and the Pacific through policy research and capacity building. Born in 1960 in Tokyo, Dean Sonobe obtained his PhD in economics from Yale University and BA in economics from the University of Tokyo. His research interests are centered on the empirics of economic development, particularly the roles of industrial clusters, human capital, social capital, management practices, and market competition in industrial development in developing Asia and other regions. Before joining ADBI in April 2020, Dean Sonobe served for six years as a vice president of the National Graduate Institute for Policy Studies (GRIPS) in Tokyo and taught economics for thirty years at Tokyo Metropolitan University and GRIPS. Dean Sonobe is a recipient of the Nikkei Book Publication Prize and the Masayoshi Ohira Memorial Prize, and a founding board member of the Japanese Association for Development Economics.

Mr. Tetsuya NOMOTO is Senior Researcher, Climate Change Solutions Group, Sustainability Division, Mitsubishi Research Institute, Inc. Tetsuya has been experienced in research on policy trends and market environment for energy transition, low-carbon and decarbonization in Asian countries. He is currently in charge of supporting business development in the field of decarbonized energy systems, energy efficiency & conservation, and CCUS (Carbon dioxide Capture, Utilization and Storage). Tetsuya aim to support the business development of private companies and contribute to decarbonization through research on legal and policy trends to understand the local market environment, research and analysis based on real voices from local key stakeholders and potential partners, and support for building relationships. He acquired Master of Environmental Sciences, Graduate School of Frontier Sciences, the University of Tokyo.
