Alexander is a Senior Investment Specialist at the Asian Development Bank, focusing on sovereign and donor backed credit enhancement. He works closely with sector teams as well as banks and private developers. He has over 15 years of experience structuring Public-Private Partnerships in Latin America and Asia. Alexander has brought the guaranteed letter of credit product to ADB which mitigates the payment risks of ADB member countries’ utilities. This product has resulted in more competition and lower tariffs in IPPs. This credit enhancement was recently employed in the 457 MW Sherabad Solar IPP and the 500MW Zarafshan Wind Farm in Uzbekistan. Prior to joining ADB, Alexander was a member of the World Bank’s PPP Group in Singapore and the Project Finance and Guarantees team in Washington DC. He is a fluent in Spanish and speaks basic Russian.
