Andriy Vovk is acting as the Planning Study Team Technical Lead at ENTSO-E, responsible for designing and delivering the analytical infrastructure behind Europe's Ten Year Network Development Plan (TYNDP). He architects the methodologies and technical workflows that transform policy objectives into quantified infrastructure investment recommendations, coordinating multiple market modelling platforms to ensure consistent, defensible results across 42 transmission system operators.
His work bridges technical analysis and strategic decision-making: translating EU regulatory requirements into modelling specifications, building automation systems that enable pan-European studies at scale, and developing visualization platforms that make complex outputs accessible to policymakers and regulators. He leads cross-tool validation to ensure study credibility and designs capacity-building programs for TSO modelling teams across Europe and the Mediterranean region.
Prior to his current role, Andriy managed the EU-funded feasibility study on synchronizing Ukrainian and Moldovan power systems with Continental Europe, technical groundwork that enabled Ukraine's emergency grid synchronization in 2022. He holds Master's degrees in Power Engineering from the Technical University of Munich and Lviv National Polytechnic University, with executive training from the Florence School of Regulation.
