Cindy Cisneros-Tiangco

Ms. Tiangco has played a key role in advancing renewable energy across the region through her work at the Asian Development Bank (ADB). As Director of Energy Sector Emerging Areas, she leads cross-sector collaborations and partnerships in ADB internally and with development institutions and the private sector to deploy frontier technologies and innovative solutions that enhance development impact. She integrates AI and digital tools to support infrastructure decarbonization.
Previously, Ms. Tiangco led the creation of Uzbekistan’s International Solar Energy Institute and solar roadmap, resulting in gigawatt-scale deployment within a decade. She launched Afghanistan’s first solar project, designed Armenia’s first energy sector financial intermediation project, and introduced renewable energy auctions in Kazakhstan.
A pioneer of floating solar PV (FPV) at ADB, she initiated pilot projects in Azerbaijan and the Kyrgyz Republic, that are now scaling across Central Asia. In the Pacific, she leads ADB’s first energy projects in Kiribati and Tuvalu and developed near-shore marine FPV systems that combine energy, transport, e-mobility, food security, and disaster resilience. These are part of ADB’s first regional procurement launched in 2024.
Ms. Tiangco also introduced ADB’s first design-build-operate contract in 2014 and joint cross-sector procurement in 2021. She holds a BS in Electrical Engineering (cum laude), a Master’s in Renewable Energy Engineering, and a PhD in Mechanical and Manufacturing Engineering.
