Fiona is a Partner at Trinity International in Singapore and Head of the Asia-Pacific Practice. Fiona Gulliford has 20+ years of experience in the power and infrastructure sectors and has worked on a large number of renewable energy transactions, including large and small scale solar projects. Fiona has acted for governments and the public sector, financial institutions (commercials, DFIs/multilaterals and ECAs), developers and investors. Fiona’s geographical experience in clean energy extends to the UK, Europe, Africa, and Asia.Fiona has significant experience working with DFI’s and Governments to implement renewable energy programmes – due diligencing local jurisdictions, structuring projects and drafting the project and tender documentation, as well as working with DFI financing teams, and is therefore very experienced with market standard and bankability requirements for renewable IPPs across a global emerging markets. Fiona’s recent relevant IPP advisory experience includes advising the Government of Uzbekistan (through ADB) on the 300MW + battery storage Guzar Solar IPP, advising the Government of Kazakhstan (through EBRD) on the bankability of the proposed renewable power (wind and solar) auctions, advising EBRD in respect of the first PPP structured hospital project in Kazakhstan, advising the Government of Maldives (through ADB) on a pathfinder solar PPP project across 20 islands, advising the Government of Cambodia (through ADB) on a 150MW renewable energy PPP, advising the Government of Laos (through ADB) on a new PPP law, advising the Government of Uganda (through KfW) in relation to the design of the GETAccess program to bring solar mini-grids to remote areas of Uganda and advising IFC on the design, drafting and structuring of the Scaling Mini-Grids program globally and working on its implementation with the Governments of the Democratic Republic of Congo, Madagascar and Chad. Fiona is also working with to design and implement small grid connected IPPs in Papua New Guinea.Fiona has been described by Legal 500 as “a phenomenal lawyer and great project manager” and “earns good standing with her clients for her experience and balanced approach on risk allocation between the public side and private developers.”
