Engr. FORTUNATO C. LEYNES is a distinguished leader in the global energy sector, offering over 40 years of comprehensive experience across the generation, transmission, distribution, and supply sectors of the electric power industry. A native of Bauan, Batangas, his career is defined by a rare blend of academic rigor, technical mastery, and executive stewardship.
Engr. Leynes served as the President and Chief Executive Officer of the National Transmission Corporation (TransCo), where he oversees the Philippines' vital transmission assets. His leadership at TransCo was preceded by a series of high-impact roles, including serving as an Independent Director and Chief Governance Officer of the Philippine Electricity Market Corporation (PEMC).
His executive portfolio is notably international. From 2013 to 2015, he served as the Managing Director and Chief Executive Officer of Ibadan Electricity Distribution Company (IBEDC) in Nigeria—the largest of the country’s 11 privatized utilities—representing the technical partnership of the Manila Electric Company (Meralco). His tenure at Meralco spanned decades of leadership, culminating in his role as Senior Vice President and Chief Operating Officer of Clark Electric Distribution Corporation.
Beyond corporate leadership, Engr. Leynes has significantly shaped the electrical engineering profession as the Chairman of the Professional Regulatory Board of Electrical Engineering (2009–2013) and as a dedicated educator. He has contributed significantly to academia, serving as an Assistant Professor and Chairman of the Electrical Engineering Department at the Faculty of Engineering of the University of Santo Tomas (UST) and faculty member at the Mapùa Institute of Technology, Far Eastern University, and the Meralco Power Academy.

• Specialized Training: General Electric Power System Engineering Course (Schenectady, NY), the Meralco Power Utility Engineering Program and various short courses in power system engineering.
• Education: BS in Electrical Engineering, University of Santo Tomas (UST).
• Certifications: Professional Electrical Engineer (1st Placer, April 1984 Licensure Exam), ASEAN Chartered Professional Engineer, and APEC Engineer.
Engr. Leynes is a Fellow of the Institute of Integrated Electrical Engineers (IIEE). His contributions have earned him prestigious accolades, including the 2014 Outstanding Electrical Engineer of the Philippines from the Professional Regulation Commission, the Engineering Hall of Fame Award from the UST Faculty of Engineering/UST Engineering Alumni Association and Distinguished Thomasian Alumni awarded by the UST Alumni Association.
