H.E. Keo Rottanak

H.E. Keo Rottanak has held several prominent positions throughout his career. From September 2018 to August 2023, he served as the Minister attached to the Prime Minister and Managing Director of Electricite Du Cambodge (EDC). Prior to this, he was the Royal Government of Cambodia Delegate in charge of managing the EDC and also served as an Advisor to the Prime Minister from 2008 until September 2018. Between 2007 and 2008, he assumed the role of Acting Director General of Industry at the Ministry of Industry, Mines, and Energy. Earlier, from 2004 to 2008, he was the Director of the Minister’s Cabinet at the same ministry. He also held the position of National Program Officer for Governance at the Asian Development Bank’s Cambodia Office from 2002 to 2003. From 1999 to 2005, he directed the Department of Small and Medium Enterprises (SMEs) at the Ministry of Industry, Mines, and Energy. He served as Lecturer & Deputy Director of Studies at the English Department of the Royal University of Phnom Penh from 1994 to 1995 and worked as an Assistant to the Country Manager of Thakral Brothers Ltd. of Singapore (Cambodia Office) from 1992 to 1994.
In terms of elected office, H.E. Keo Rottanak was elected to the National Assembly in both 2013 and 2018.
He has also been honored with prestigious scholarships, including the Monbusho Scholarship from the Government of Japan and the Fulbright Scholarship from the U.S. Government.
