Ludivine Halbrecq

Alternate Executive Director,
Asian Development Bank (ADB)

Ludivine Halbrecq has been Alternate Executive Director at the Asian Development Bank (ADB) since August 2024, representing Belgium, France, Israel, Italy, Portugal, Spain, and Switzerland. She currently serves as Vice-Chair of the Board’s Development Effectiveness Committee and co-chairs the Working Group on Gender Diversity, promoting inclusive leadership and strong governance. She began her career as a lawyer before joining the Treasury IEFA department in 2008, where she focused on bilateral state loans, credit insurance, and relations with development banks. In 2016, she was appointed IDA Deputy for IDA18, Board member of Credendo Export Credit Agency, and Board member of SFPI International, part of Belgium’s sovereign wealth fund SFPIM. In May 2020, she became Alternate Director at the European Investment Bank (EIB) (mandate renewed in June 2023) and in October 2023 she was appointed Director at the European Investment Fund (EIF). Over more than 15 years at the Belgian Treasury, she managed relations with multilateral development banks and contributed to international negotiations on sovereign debt and development finance. Ms. Halbrecq holds Master’s degrees in Economics and Law from the Université Catholique de Louvain-La-Neuve, an international degree in European Fiscal Law from ICHEC Brussels Management School, and speaks French, English, Spanish, and Dutch.
