Mariam Kukava

Mariam is a legal and project management professional with more than ten years of experience in the energy sector, specializing in energy law, regulatory reform, and the harmonization of Georgian legislation with the EU energy acquis. Throughout her career, she has worked extensively on electricity sector reforms, legal and regulatory compliance, and the development of policies aimed at aligning Georgia’s energy framework with European standards.
She currently serves as the Head of the International Projects and Reporting Department at GSE, where she leads the implementation and management of strategic energy infrastructure projects financed by international financial institutions and development partners, including ADB, KfW, EIB, and other donor organizations. Her responsibilities include project planning and coordination, contract administration, oversight of international contractors and consultants, compliance with donor requirements, stakeholder engagement, and reporting to financing institutions.
She has significant experience in the preparation, negotiation, and administration of construction contracts, including FIDIC-based contracts, as well as in managing contractual claims and other legal matters arising from large-scale infrastructure projects. She has also worked closely with international organizations and development partners, including ENTSO-E, EU4Energy, USAID, and ADB, on regulatory, institutional, and infrastructure development initiatives.
She was actively involved in the development of energy legislation and regulatory frameworks in Georgia, including electricity market reform, transmission system operator unbundling, energy sector certification processes, and the transposition of EU energy regulations into national legislation.
She is an affiliated member of the Georgian Association of Consulting Engineers and an invited lecturer in International Energy Relations. Her professional interests focus on energy law, infrastructure development, international project management, and the green energy transition. She is passionate about advancing Georgia’s energy sector through effective regulation, international cooperation, and the successful delivery of strategic infrastructure projects.
