Mark Jon S. Palomar

Philippine Ports Authority

Atty. Mark Jon S. Palomar is the Assistant General Manager for Operations of the Philippine Ports Authority, the government-owned and controlled corporation responsible for the regulation, development, and operation of ports throughout the Philippines under the Department of Transportation. In his current role, he oversees nationwide port operations, port modernization initiatives, infrastructure rollout, and strategic public-private partnership projects across the Philippine port system. Atty. Palomar holds a Bachelor of Science in Community Development and a Juris Doctor degree from the University of the Philippines. He is a member of the Integrated Bar of the Philippines and has served in several key leadership roles within the PPA, including as Department Manager of the Human Resource Management and Commercial Services Departments, where he led major digitalization, regulatory, and commercial reforms. As Assistant General Manager for Operations, he has been actively involved in initiatives related to port efficiency, logistics modernization, cruise and cargo infrastructure development, and the Philippines’ emerging offshore wind and clean energy logistics ecosystem. He has also represented the Philippines in various international maritime, logistics, and energy-related conferences, including WindEurope in Copenhagen and the UK Offshore Wind Ports Learning Visit.
