Naomi Campbell

Naomi Campbell is an offshore wind advisor to the World Bank Group, working at the interface of government, policy, and private capital. She currently supports the ESMAP Offshore Wind Development Program and the IFC led Corporation Agreement in the Philippines, working on auction design, market frameworks, and cross-government coordination to enable large-scale renewable energy investment.
Naomi’s work focuses on translating policy into investable outcomes, including sovereign procurement, regulatory sequencing, and integration of grid, ports, and permitting systems. She provides embedded advisory support to government and contributes to World Bank and IFC initiatives, including the Offshore Wind Jobs Roadmap, addressing supply chain and workforce development.
She has over 25 years’ experience across Asia Pacific and Europe, including senior roles in offshore wind development. As Development Director at Copenhagen Offshore Partners, she worked on large-scale projects including Star of the South (Australia) and has contributed to over 3 GW of offshore wind development in operation.
Naomi combines public sector advisory with private sector delivery experience, with a focus on enabling markets under real-world political, financial, and system constraints.
