Pham Linh Ngan is a clean energy policy specialist focused on investment enabling environments and solar financing in Vietnam and across ASEAN. As a Head of Secretariat at Power and Energy Working Group – Vietnam Business Forum, she co-managed the Improving Bankability of Vietnam's Clean Energy Sector project, producing policy analysis on de-risking green investments, renewable energy auctioning mechanisms, and clean energy FDI competitiveness, with outputs formally submitted to MOIT, EAV and MOF.
