Sameera Adikaram

Sameera Adikaram is the Director of Licensing Division at the Public Utilities Commission of Sri Lanka, with over 14 years of regulatory and technical experience in the electricity sector. He holds a B.Sc. (Hons) in Electrical Engineering from the University of Moratuwa and an MBA from the University of Bedfordshire, UK. Sameera has played a leading role in scrutinizing the Sri Lanka’s long-term generation plans, energy security, and power system reliability. He has extensive experience in investigating major grid failures in Sri Lanka since 2015, including serving as lead member of the technical review panel for the public hearing on the 2025 national blackout. His work spans grid integration of renewables, power system planning, safety regulation, and performance monitoring and benchmarking of licensees. Sameera is also a registered National Vocational Qualification (NVQ) assessor for solar PV systems. He has contributed to national studies on renewable energy, grid resilience, and regulatory frameworks, and has participated in international forums and technical training across Asia, USA and Europe.
