Sandra Seah is a corporate & energy lawyer with Bird & Bird. She has extensive experience in regulatory laws, transformation projects, public procurement, cross-border M&A, JVs and collaborations. She specializes in energy regulation, project development and energy investments.
She advises a large number of regulators and agencies, including Energy Market Authority of Singapore, Maritime Port Authority, Building & Construction Authority, Ministry of Health, Economic Development Board, Agency for Science, Technology and Research, Health Promotion Board, Tripartite Alliance Limited and People’s Association. A large part of her portfolio involves large scale utility projects, regulated concessions, commercial contracts, public procurement, DBOO, built to suit and sustainable investments in Singapore and the region. She enjoys working on projects which harness technology and innovation in sectors such as infratech, sustainable infrastructure, manufacturing, food, retail and healthcare.
She is the lead coordinator for a large number of innovative public projects in Singapore, including the ongoing Ammonia bunkering FEED, the recently launched Power Sector CCS Grant Call, Sembcorp ESS which is Southeast Asia's largest ESS, Singapore Power Import Consortium, Pulau Ubin Microgrid, Electricity Futures, Building Retrofit Energy Efficiency Financing (BREEF), CC-in-a-Mall, first desalination plant in Singapore, first sectoral competition appeal in the gas sector, the first LNG terminal project for Singapore as well as the iconic SportsHub PPP project.
She provides legal support to a broad range of multinational clients for M&A, divestitures, investments, restructures, swaps and joint ventures. I lead the corporate secretarial practice in the firm. She regularly assists corporations who seek to capitalise on Singapore's strength as a key business hub in Asia in terms of their business set up, commercial contracts and multi-jurisdictional transactions and projects.
Sandra sits on the Steering Committee of Bird & Bird’s Global Energy Sector group. She also serves on the Board/Exco of a number of industry associations such as SEAS, HFCAS, GCNS and WMRAS. She is the longtime advisor to SGBC, a NPO for sustainable green buildings.
