Bio
Orkhan Zeynalov is a seasoned professional with over 20 years of experience in international development, diplomacy, and policy, with a strong track record in energy, climate, transport, and regional cooperation. He has served in key diplomatic postings in New Delhi, Vienna, Tehran, and Washington, D.C., and held leadership roles in multilateral organizations, including as Director for Energy, Minerals and Environment at the ECO Secretariat, where he led delegations to COP21 and the UN Sustainable Development Summit. From 2020 to 2022, he was Director for International Cooperation at Azerbaijan’s Ministry of Energy, leading strategic negotiations with the EU and Turkmenistan. He returned to the Foreign Ministry as Director of Economic Cooperation and played a leading role in COP29 preparations. In April 2024, he was appointed Deputy Minister of Energy. Mr. Zeynalov is fluent in English, Russian, Turkish, and Azerbaijani, with working knowledge of German and Persian. He is married and has two children.
