Wil Smith is the Regional Manager for India & Southeast Asia at EPRI, where he serves as the primary relationship manager for EPRI’s members across the region, focusing on delivering cutting-edge research, technology, and services. In this role, Wil is also responsible for developing strategic partnerships and identifying collaborative opportunities with regional stakeholders, including industry, government entities, multilateral development organizations to advance innovation in the power sector.Prior to this, Wil served as International Affairs Lead within EPRI’s Government & External Affairs team, where he managed high-profile global engagement efforts and cultivated partnerships with international organizations, government agencies, and NGOs. His work included leading EPRI’s participation in major international forums, such as the UN COP conferences, and supporting policy dialogues that shape the future of energy research and innovation.In 2024, Wil was appointed as a member of the U.S. Department of Commerce's Renewable Energy & Energy Efficiency Advisory Committee, where he advises on strategies to enhance the competitiveness of U.S. energy technologies in global markets.Wil holds a Master of Science in Energy and Climate Policy from Johns Hopkins University and a Bachelor of Arts in International Relations.

As Director General of ADB’s Southeast Asia Department, Mr. Wicklein leads the planning and delivery of ADB’s goals, strategies and work plan in Southeast Asia. This involves ADB’s relationships and public sector work in ASEAN countries, as well as support for sub-regional cooperation initiatives in the region. ADB’s total portfolio in Southeast Asia is about $25 billion and annual commitments about $7 billion. The Southeast Asia Department has about 240 staff.With ADB for over 24 years, Mr. Wicklein has wide-ranging experience across Asia and the Pacific in the areas of infrastructure finance, private sector mobilization, sector strategies, and country strategy and program coordination. Prior ADB assignments include Deputy Director General for Southeast Asia, Country Director for Indonesia, and Country Director for Myanmar. He was previously also posted in various positions in Thailand, Australia, and the Philippines.Prior to joining ADB, Mr. Wicklein worked in corporate finance and investment banking advisory (PricewaterhouseCoopers) and prior to that, for the United Nations Industrial Development Organization (UNIDO).A national of Austria, Mr. Wicklein holds a master’s degree in business administration from the University of Münster, Germany.

Mr. WU Ruchuan, senior economist, is president of Beijing Green Finance Association (BGFA). He was the former secretary of the Party Committee and chairman of board, the China Beijing Equity Exchange Co., Ltd. and also deputy director of the Finance Department of Beijing Yiqing Holding Co., Ltd., deputy director of the Industry and Transportation Department of Beijing State-owned Assets Administration Bureau. Mr. WU has won the honorary title of "National Outstanding Entrepreneur of 2021-2022" and received the nomination award of "Beijing Role Model 2021" (in the category of dedication and devotion to work).

During his career he has led several projects in Philippines, Vietnam, India, USA, Algeria, Brazil, Colombia, Chile, France, Italy, Kuwait, Oman, Morocco, Panama, Peru, Portugal, Qatar, Saudi Arabia, Spain, Tunisia, United Kingdom, and UAE. Xavier has experience in the design of strategies for energy transition and decarbonization of infrastructures and buildings, the development of green ports and the adoption of new technologies for energy-efficiency with participation of the public and the private sector.

Xeniya has over 18 years of international experience in financing and investing in emerging markets. Prior to joining Asian Development Bank (ADB), Xeniya spent 10 years with the European Bank for Reconstruction and Development (EBRD), where she held progressively responsible roles, last being Associate Director at Energy Eurasia Department, Sustainable Infrastructure Group. Xeniya generated, structured, and executed a wide range of high profile private and public sector transactions and policy engagements with special emphasis on establishing enabling environments for renewable energy and mobilizing technical assistance to reach financial close for some of the first award-winning utility-scale renewable projects under project finance structure. Prior to the EBRD, Xeniya had over 5 years of experience in project finance and commercial banking at the largest private Kazakh bank. Xeniya has a degree in International Economic Relations from Kazakh National University in Almaty, Kazakhstan; was Edmund Muskie Fellow and received her master’s degree in international relations, specializing in Finance and Energy from Columbia University in the City of New York and was a visiting Central Asia, Mongolia, the Caucasus and Afghanistan (CAMCA) fellow at Johns Hopkins University.

Xiaojing Fei has nearly 20 years of experience in sustainable development and innovation leadership. She currently leads GEAPP’s regional fundraising and engagement with key philanthropic and climate finance stakeholders across Asia. She began her career supporting local NGO participation in UN Climate Negotiations and later worked with top consulting firms to help governments and businesses address climate and sustainability challenges. Prior to GEAPP, she founded and led Impact Hub Shanghai and its expansion in China, fostering cross-sector partnerships, especially in clean energy and low-carbon solutions. Xiaojing studied in Sweden and holds two master’s degrees in ecology and strategic sustainability management from Sweden.

For the Conference Board, she’s leading its Asia Strategic CommunicaƟons Leaders Council. Prior to this, Xiaowei worked for Shell. Over her 26+ years with the energy company, she led External RelaƟons teams of various sizes at country, regional and global business level and held various elecƟve roles across China, UK, NL and Singapore. Her last role was the Regional Vice President for External RelaƟons, Asia Pacific. Xiaowei serves as a Board Member of the MarkeƟng Society Singapore, and the Advisory Board of GGEF, a social enterprise promoƟng sustainability. She has a bachelor’s degree in art and social science from Beijing Foreign Studies University, China, and a master’s degree in poliƟcal economy from the London School of Economics and PoliƟcal Science, UK. She is fluent in Chinese and English. She published her first book in 2023 by China Renmin University Press of on her professional journey and was a featured speaker for the inaugural City Reading FesƟval Singapore 2023 by Lianhe Zaobao. And her English book “The Art of Influence” was published by Marshall Cavendish in July 2024.

Since returning from the UK in 2012, I has been engaged in work related to regional carbon trading pilot projects, organized the implementation of national climate projects, verification of key emission units in carbon trading pilot areas, climate change-related issues such as greenhouse gas inventories in many provinces and cities across the country, and established the National Carbon Market Capacity Building Centre. I participated in the national recycling transformation review, presided over the implementation of the Ministry of Commerce "National Economic and Technological Development Zone International Cooperation in Energy Conservation and Environmental Protection" project, the National Development and Reform Commission CDM project, the Ministry of Environment and other ministries and commissions of low-carbon energy research. I provided carbon related consulting and services for more than 60 parks and hundreds of leading enterprises across the country.

Yasir Arrfat is a seasoned policy and energy expert with over 15 years of service in the Federal Government of Pakistan. Currently a Senior Technocrat (MP-II Scale) at the Prime Minister’s Office, he leads strategic initiatives in public policy, energy sector transformation, infrastructure, and government-to-government (G2G) mega investments.Previously, Arrfat played a pivotal role in implementing China-Pakistan Economic Corridor (CPEC) projects as a Senior Sector Expert at the Planning Commission, where he was instrumental in fostering bilateral cooperation in energy and infrastructure. His career also includes significant private sector experience with multinational companies such as PARCO, Coca-Cola, P&G, Comstar ISA, and Tuwairqi Steel Mills.He holds an MPA from Tsinghua University, an MBA from KSBL, and a Bachelor's in Electrical Engineering from NUST. Internationally recognized, Arrfat has received fellowships from the U.S. Department of State, China’s International Cooperation Centre, and most recently, was selected as one of only 16 global fellows at the Asia Global Institute, The University of Hong Kong.Arrfat’s work continues to drive Pakistan’s energy transition, economic development, and global investment partnerships.

Yeon Su is Senior Investment Specialist in Infrastructure Finance Division 2, Private Sector Operations Department at the Asian Development Bank. Yeon Su originates infrastructure deals in Southeast Asia and Pacific covering different infrastructure sectors such as energy, transport, water, digital infrastructure etc. Her past and on-going transactions in ADB include COVID-19 liquidity support for an airline company, EV charger production facility expansion, water supply supporting climate adaptation, energy transition and offshore wind. Prior to ADB, Yeon Su was a principal investment officer in infrastructure finance at the African Development Bank. She has a MSc of Management from HEC School of Management, and a MA and BA in Business Administration from Yonsei University.

Mr. Zhukov is a national of Kazakhstan. He holds a Master’s degree in Economics from Claremont Graduate School, United States and a university diploma with distinction in Political Economy from Kazakh National University, Kazakhstan. He has more than 29 years of professional work experience, including more than 28 years in ADB. He joined ADB in 1995 as a Young Professional. He progressed into increasing levels of responsibility across several departments and held senior level positions in the Pacific Department (PARD), the Department of Budget, People, and Management Systems (BPMSD), the Strategy, Policy and Partnerships Department (SPD) and the Office of the Secretary (OSEC). In PARD, he was appointed as the Regional Director in Sydney, Australia. In BPMSD, he led preparation of 4 ADB budgets, implementation of Enhanced Separation Program, and finalization of 2017 pension reform. As The Secretary, he ensured that OSEC delivered a very high standard of support to Management, Board and the rest of ADB amidst a challenging agenda. He led successful conduct of ADB’s first Annual Meeting in a Pacific developing member country (DMC) in 2019 – Fiji, and ADB’s first virtual Annual Meeting in 2020. He was appointed as Director General of Central and West Asia Regional Department effective January 2021. He is responsible for ADB operations in Afghanistan, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan.
