Enhancing Regulatory and Policy Frameworks for Power Trade

As cross-border electricity trade becomes increasingly important for achieving energy security and decarbonization goals, countries across Asia and the Pacific are working to harmonize their regulatory and policy frameworks. Yet differences in grid codes, market structures, and renewable energy certification systems remain significant barriers. This session will explore how regional dialogue and cooperation can advance regulatory alignment, drawing on both local progress and international best practices. It will also consider the role of regional organizations and forums in shaping policy frameworks that enable efficient, transparent, and sustainable power trade.
Presentations will examine recent milestones in cross-border renewable energy certificate (REC) mechanisms within the ASEAN Power Grid, including upcoming pilots and guidance for bundled REC and electricity transactions. Participants will also learn about efforts to define minimum technical standards for grid interconnection through AIMS III, and how global lessons--such as those from the Southern African Power Pool--can inform Asia’s own journey toward regional market integration. Together, these insights offer a roadmap for creating regulatory environments that support seamless, low-carbon power trade across borders.
