Thematic Track Session 4.2 (Private Sector and Partnership Financing)
De-Risking Clean Energy Investments
Tuesday, 3 June 2025
4:00 p.m. – 5:30 p.m. (GMT +8)
Mobilizing private investment is essential to meet the region’s clean energy goals, yet high perceived risks--ranging from policy uncertainty to project bankability--continue to limit capital flows. Governments and financial institutions are deploying risk mitigation tools such as guarantees, insurance, and blended finance to address these barriers. This session will explore effective de-risking strategies and highlight how public-private collaboration can enhance investor confidence and unlock financing for clean energy projects across Asia and the Pacific.
The session will feature practical insights from projects tackling investment challenges in diverse contexts, including high-penetration hybrid renewable systems in the Philippines and green hydrogen deployment in emerging markets. Presenters will discuss the critical role of blended finance as a multiplier for mobilizing private capital, and share experiences from de-risking and financing industrial decarbonization in Southeast Asia. Together, these case studies will offer a roadmap for scaling up risk mitigation frameworks and building resilient, investor-ready clean energy ecosystems.
